What is LEADER+?

LEADER+ is a European Union programme for community-led regeneration in rural areas.

What are the aims of the LEADER+ programme?

The overall theme is to ‘improve the quality of life in the rural area.’ LEADER+ in Teignbridge has these aims:

  • To address the inequalities of opportunity and provision
  • To arrest the decline of locally available services and employment
  • To develop the capacity of communities to help themselves
  • To promote sustainability, equal opportunities and social inclusion

Which target groups are the LEADER+ Programme aimed at?

LEADER+ seeks to primarily address the needs of young people, women and older people.

How does it work?

The programme is managed by the Teignbridge Rural Regeneration Partnership, also known as the Local Action Group. Following an assessment by the Programme Manager, the Local Action Group will decide which projects will go forward for approval by Government Office as well as the level of funding.

How much funding is available?

A £2 million package of funding will be available in rural Teignbridge until 2008. This covers the entire district with the exception of the parishes of Newton Abbot and Teignmouth. Funds are intended to help with the running costs of a project but not support large capital projects although small capital expenditure is allowed as part of a wider application. Organisations are usually required to find at least one third of costs from other sources.

Who can apply?

Any legally constituted organisation is welcome to apply for funding. This includes parish councils, businesses, community groups, charities, clubs, associations and societies, as long as they operate an equal opportunities policy.

What sorts of projects are eligible?

  • Projects should be innovative and preference will be given to projects that address the needs of one or more of the target groups. Ideas that will be given consideration will include:
  • New approaches to tackling problems or ‘new solutions to existing problems’.
  • Partnerships between sectors of the community not previously considered. For example: The creation of a new group that will bring fresh ideas and approaches.
  • Looking at and using hidden potential in a different way – finding that hidden potential and developing it.
  • Creating new products and services and identifying ‘unique selling points’ for Teignbridge.
